To receive home care services through Rhode Island's Long-Term Services and Supports (LTSS) program, you generally must meet three criteria: residency, financial eligibility, and functional need.
1. Rhode Island Residency
You must be a current Rhode Island resident and a U.S. citizen or qualified immigrant.
2. Financial Eligibility
Your income and assets must fall within Medicaid limits. Many people who think they don't qualify actually do.
3. Functional Need
You must need assistance with daily activities (bathing, dressing, etc.) due to age, disability, or chronic condition.
Who Is Eligible by Category?
Adults 65+
Rhode Island residents age 65 or older who meet income and functional need requirements.
Adults with Disabilities (ages 18 to 64)
Individuals with a documented physical or developmental disability that affects their ability to perform daily activities.
Adults with Chronic Illness
Individuals managing serious chronic conditions (such as dementia, Parkinson's, MS, or ALS) who need ongoing support at home.
Individuals at Risk of Nursing Home Placement
People who would otherwise need nursing facility care but prefer to remain home with community-based supports.

Income Limits
- Income limits are based on the Federal Poverty Level (FPL)
- Social Security income counts toward the limit

- Personal belongings and household items are exempt
